AB de Villiers hit the previous fastest ton off just 30 balls in 2015.
Fraser-McGurk's innings included 10 fours and 13 sixes before losing his wicket for 125 runs in 38 balls.
His team were battling a record chase in Australian domestic cricket of 435 runs in the Marsh Cup.
It took just nine overs for the batter to reach his century.
The innings came on the day India and Australia are set to face off in their ODI World Cup match.
