Big changes in IPL 2023 rules: Playing XI to be announced after toss, heavy penalty for 'unfair movement' on field

The glitzy Indian Premier League (IPL) has announced has brought a massive change in its rulebook right with just few days to go for the cricket carnival which is set to kick off from March 31. The sixteenth edition of the IPL will see captains announcing their respective Playing XI after the toss is completed. Earlier, skipper had to hand over their team sheets to each other at the time of toss but the new rules suggests that they will have a chance to make changes in their final XI based on the toss.

 

As per ESPNcricinfo a note has been issued to the IPL franchises which says, "Currently the captains have to exchange the teams before the toss".

 

"This has been changed to exchange of teams immediately post the toss, to enable teams to choose the best XI depending on whether they are batting or bowling first. It will also assist the teams to plan for the impact player," the statement added.

 

IPL has become the second league to adopt this rule as it was first introduced in the SA20 league. In another change of rules, any unfair movement of the wicketkeeper and fielder will result in a dead ball and the team will be penalised with five runs.

 

IPL 2023 will also see a new rule introduced in the form of 'Impact Player' which was announced earlier in December 2022. Each team will name four substitutes in the team sheets at toss, and only one of them can be used as an Impact Player during the match. Both teams can use only one Impact Player. The move isn’t mandatory. The Impact Player can replace any player in the starting XI before the 14th over of an innings. The captain, the head coach or the manager has to notify the on-field or the fourth umpire before the end of the current over. A batting team can introduce an Impact Player at the fall of a wicket or during the innings break. After the introduction of an Impact Player in a match, the player can bat and may bowl his full quota of four overs in an uninterrupted innings. In case a player retires hurt, Impact Player can be introduced only at the end of the over in progress and is eligible to bat. In any situation, only 11 players can bat.

Only four fielders are allowed outside 30-yard circle for every over outside the allocated time.
Unfair movement of the wicketkeeper & fielder will result in a dead ball and 5 penalty runs.
Teams are to announce the playing XI after the toss is done.
Franchises to name 15-player team sheets, with one of the 4 substitutes in contention to be an impact player.
