Why was Harshal Patel not allowed to complete 20th over for RCB against CSK

Royal Challengers Bangalore (RCB) death overs speciallist Harshal Patel was expensive on a batting paradise of a wicket at the M.Chinnaswamy Stadium against Chennai Super Kings (CSK). But in the slog overs he got the wicket of Devon Conway and Faf du Plessis trusted him with the responsibility to bowl the last over. However, Patel was taken off the attack after just two deliveries into the final over only to be completed by Glenn Maxwell. 
 

The 32-year-old bowled two above waist height full-tosses and the on-field umpires decided to take him of the attack. As per the current no-ball rules (post an amendment in April 2019), if a bowler bowls two above waist high deliveries which are deemed dangerous by the on-field umpires then he/she can’t bowl for the rest of encounter.
 

The first ball of the 20th over, Patel bowled the first no-ball to Moeen Ali. But, Maxwell, who was the stand-in skipper as Faf du Plessis was gone off the field stepped in and reviewed the umpire’s decision. However, the on-field umpire’s decision was not overturned by the third umpire.
 

The second ball of the over which was a free hit, Ravindra Jadeja only managed to take a single of it. The next legal delivery of the over was another no-ball bowled to Ali. But, this time the square leg umpire didn't call it and the England all-rounder took a review and no-ball was signalled.
 

Due to these two no-ball tosses, the on-field umpires considered them 'dangerous' and after discussing the matter with Maxwell, Patel was taken off the attack. The Aussie himself stepped up and finished the last over.  
 

The remaining four balls were bowled by Maxwell. The off-spinner was hit for a six by Jadeja. He followed it up with a wide ball. Maxwell made a good comeback as he got Jadeja’s wicket next ball and only two singles were conceded off the last two. 
 

10 balls were bowled in the last over of CSK’s innings including four illegitimate ones and the men in yellow scored 16 runs from it. Eventually, CSK won the match by eight runs and 444 runs were scored in the high-scoring encounter including a mind-boggling 33 sixes.
