Chelsea Football Club has been sanctioned by the Football Association (FA) after admitting to 74 breaches of regulations governing agents, intermediaries and third-party investment in players. The club was handed a £10 million fine, with the money to be invested in grassroots football, and a suspended two-window registration ban.

The sanctions relate primarily to activity between 2010 and 2016 during the ownership of Roman Abramovich. Chelsea’s current owners, led by Todd Boehly and Clearlake Capital, self-reported the misconduct shortly after acquiring the club in May 2022. The breaches involved undisclosed payments and the use of unregistered agents in connection with numerous player transfers.
An independent regulatory commission had initially imposed a suspended six-point deduction alongside the fine. Chelsea successfully appealed the sporting sanction, with an appeal board ruling it excessive and replacing it with the suspended transfer ban, which runs until June 2027.
The club has previously reached settlements with the Premier League and UEFA over related matters. The FA said it continues to investigate potential individual misconduct arising from the case. A Chelsea statement expressed gratitude for engagement with the authorities and reaffirmed the club’s commitment to compliance.
